a few questions which may help. Has it bloomed? Is it in a container and if so what size container? How much direct sunlight does it receive? How often are you fertilizing?

No it hasn't bloomed yet - I think this is probably it's second or 3rd summer here.

It was in a pot and I planted it into the garden 3 months ago and probably gets about 4-5 hours direct sunlight. I have fertilised twice in the past 6 months (during winter)

Ideally it should receive 6 or more hours of full sun to help promote blooms. It sounds like you are fertilizing quarterly. During the growing season you may be able fertilize more often (depending on what you are using). How warm are your temperatures? Do you know if this plant is from seed or was propagated by rooting a cut piece?
