Kind Grow Bar for Herbs

I have a couple herb plants (thyme, oregano, basil), I'd like to mount an LED light under my kitchen cabinet in my kitchen to keep them growing through the winter. I'm very new to the whole LED thing.

Is this LED light enough to keep a couple (actual) herb plants alive an growing (2')? https://www.ledgrowlightsdepot.com/products/kind-led-vegetative-bar-light-2-3-and-4-lengths

Or do I need something more powerful?
