Silver Napkin Ring

My DD bought this when she was in Belgium this fall. I collect silver napkin rings (but they must be engraved) and I think it's lovely. The only mark on the inside is an engraved "76" which I assumed is 1976 which is special because that was the date that DD was born. I could not find anything that indicated "sterling" or "plate" but I'm not familiar with Flemish silver (if that is what it is -- could be from anywhere acutally -- it was just bought in Belgium.) I don't think she knew about the engraving on the inside -- she will be pleased!
