TSP, a squirt bottle, water, a bucket, and a string mop(not a foam mop).

Water in the bucket(one of those spinner buckets is ideal). Mix TSP/water in the squirt bottle. Start in a corner and spray the wall top to bottom. Mop, rinse mop and go over the wall. Repeat. Let completely dry.

Buy two gallons of BIN shellac based primer(by Zinsser). Roll BIN on the ceiling.If it sticks, do a second coat. Then coat the walls.

Second coat if necessary---the BIN will look spotty, not a problem as long as the primer does not fisheye(little holes).

Then paint with a semi-gloss latex of your choice.
