Do you have enough 'safe' space to stand if you had to raise or lower a top down bottom up blind? It looks like it could be a hazard. Many say verticals aren't in style, but I think they are so practical. The wand could be on the far left side of a vertical, and the blind can be tilted either direction, or opened part-way. They could hang to an inch or so above your ledge. Fabric verticals can be beautiful - lots of fabric choices for them. We had them made for our sliding door, and love them - and they don't collect dust like horizontal blinds.

So this is actually two windows. Vertical blinds with a valance box hung outside is not going to look good. And up/down would still need some kind of box to install and you would need two. I'd consider a motorized blind on the outside.
