Last chance for Begonia

Trying to save a nearly dead begonia. There is a white mildew on the soil and it has dropped all of its leaves. It's trying hard to make new growth but each baby leaf that is produced falls off. Not sure if I should repot or try to take a cutting from the stem. It was a much larger plant that hasn't been doing well for quite some time and just recently came to live with me. It was originally a cutting from a plant belonging to a deceased family member, otherwise I would have given up on it already. Any guidance would be appreciated.
