troubleshoot ups

I have a very old APC UPC. The model is Back-UPS 1250. Note that it is not a PRO or Smart, just a Back-UPS. When unplugged, the audible alert starts to go off but immediately fades out and not power is supplied to the outlets. I understand how these work and I can probably start to test it, but a checklist would be very useful. Note that I have a known good battery hooked up so it is not the charger. It seems like I need to figure out how to check to see if the transfer switch is working and if the inverter is working for starters.

How do you know its a good battery? If its 'new' from a battery store, it may still need to be charged. You can use an automotive charger to charge it. If its actually not the battery, you're probably better off getting a new UPS.

Thanks, without an expensive battery tester the only way to test the battery is a simple load test which I performed. A voltmeter and an appropriately-sized lamp suffices if you do not have a carbon pile tester.

Has anyone ever seen a diagnostics chart , pinpoint tests, for these things?

Looks like almost certainly the transfer relay. It does not look like it is switching and if I bypass it, normal magic happens. If I don't post back, I've replaced it and got it working.
