I would need to know more about the room (what style, amount of light, etc.). This color will definitely bring the height of the ceiling down and make the room cozy. You want to make sure you don't go too light with your color or it will feel like there is a lid on your room.

Leslie, it will definitely darken the room and read as a navy color. It could be dramatic though if you want something dark and enveloping. Again, it depends on the purpose of the room.
