Meyer lemon leaves - what is on them?

Hello,

I bought a Meyer lemon tree a few weeks ago - my first citrus! The photo I've attached is from today, though its leaves have looked like this since I purchased it. (In fact, all the trees looked like this. It's a Record buck farms tree purchased from Terra.)

Does anyone know what this white residue is? Evaporated hard water from the garden centre? Something to do with pesticides from the original farm?

I'm just trying to figure out if this is something I should be concerned about as it's very difficult to remove. When I first got the tree I gently washed all the leaves with a damp cloth, but as soon as they dried they looked the same again.
Anyone have any thoughts?
