Use neem oil with emulsifier or not?

The label for Bonide's (and some other companies) neem oil says not to add any adjuvants (e.g., emulsifiers like detergents). However, the neem oil labels of other companies specify that emulsifiers must be used and one company suggests to use Pro-Tekt.

I think that adding an emulsifier is necessary to more effectively create an oil/water emulsion. So, why do some companies tell you not to add anything?
