Pool Apron redo possible?

Hi, I have consulted with a few professionals locally about my existing pool apron. The pool is about 20 years old, and was done in aggregate. The coping *or lack there of, is also the aggregate. I have been told to redo the apron *in a different material, and extend it we will need to actually take the existing apron out in sections, and that we can not treat it by sanding, leveling, treating it and then putting a tile, thin like a veneer or something over it. I have been told that this does not work and will not work, but I've read several articles (online) saying that it can be done. The pool is 50 ft long and 25 feet wide. It's also just a rectangle, with inverted half circles at both ends. We really would like to redo the pool apron, but between removing the entire apron, and then materials (bluestone) we are looking at 60K which is too much for a merely aesthetic issue. My question, can we actually just get it sanded down and then lay down another tile/paver/stone? We really hate the aggregate.
