I think this may be one where you do your own research with the help of your friendly paint dealer. First, narrow down to a technical choice -- i.e. the specific paints that look good for this application. Then, using your fabric sample, find half a dozen colours you think will work, get small pots and paint samples (I'd use rods rather than flat boards, because of the way light will fall on the arms and legs) and test them with the fabric. Be very very good about doing the prep, and paint your gorgeous chair. Fantastic find. It's a pity it will lose it's lovely back upholstery, but those cushions ... yes, got to be done. I would keep that back panel of velvet, couldn't bear to part with it.
