I would do can lights in the kitchen, and a light over the sink and the island. How big is the island?
Also, can lights in the living and dining room as well as a chandelier over the dining table. You can always put the cans on dimmers. But it's much more expensive to add can lights later.
I'm guessing it will be an upgrade so ask the builder how much it costs to add more lighting

The island is small -- 3 ft x 4 ft.

I like light, and I find that as I get older I need more of it especially in areas like the kitchen where working with knives and hot pans can be dangerous. I agree with Wysmama. I have a largish pendant over my sink, and in addition to 4 cans above I have a LED cloud over my island which is on a dimmer and LED tape lights under the cabinets. Not as pretty as pendants over the island, but for me more functional. My kitchen is 14 x 15.

I have a 5-light dimmable chandlier over the dining table (open to the kitchen and about 13 x 14)

And in the living room which is also open to the dining/kitchen I have 4 dimmable cans in the corners and one on a seperate switch that shines on the fireplace. (approx 20 x 16)

In a kitchen with 8' ceilings it's recommended you have ~35 lumens per square foot of general ceiling light in addition to your under cabinet lighting.
