Feb. is a good time for winter pruning in my part of USDA 8. You want to wait until most of the cold is over but not be doing it after the new spring growth has been underway very long.

How much you might cut off at this time varies with the type of rose. And the climate area, what general effect the gardener wants. If all you have are the popular bedding types like Hybrid Teas of Floribundas many like to cut the whole thing back fairly hard, although if you are in the South you probably shouldn't be as severe as somebody in a cold winter area is likely to be. If instead you have Shrub roses - many of the recent, lower care selections on the general market these days fall under this umbrella - these are best not pruned down every year, in the way that bedding roses often are.

We are in Zone 6 and I prune usually in February but in summer I prune the laterals growing off the main canes because they get so long they start grabbing people walking by, nearby pets, barbeques, cats, etc. You can prune the laterals anytime back to 8-12". I would likely wait until they bloom, then cut them back in summer
