Is that water sitting in the saucer? Make sure you're not drowning your plant for starters. Is that a clay pot? Personally mine do better in plastic pots.

As Dave said, make sure the water from the saucer is removed immediately after each watering. When did you feed your tree last time? Spring is here, with good care it will have beautiful foliage again, more sunshine is needed for pushing new growth. Let it flower whenever it wants to, that will be your future harvest :)

I would remove any small fruits it currently has. Let it focus on leaves and root growth. What I do to stimulate growth after winter is let them dry up quite a bit then water. Those lower branches will never be able to hold fruit. Removing them is an idea to think about.
