what is going on with this plant?

I'm attempting to save this garden. I don't know what plant this is, but it is not doing well. I'm not sure whether I can save it, or u need to get rid of it asap. the leaves are either dead or have Brown spots, and the stems have a powdery something on them that goes all in the air if you touch the plant. I don't know what to do next!

welcome to the forums.. if you plan on being around a lot.. plz go to your members page .. and add your location.. so it pops up on every post ... its rather important ...

first we need to ID it ... then equate that to location... winter .. etc ... and hopefully someone else can do that here.. if not.. we will try the name that plant forum ...

to my eye.. that looks like winter damage ... and it looks like the shrub needs some 'renovation pruning' .... since it looks like its been hacked at to often ...
