Sounds like you have some easily transferred skills from rose growing. Heat mat rooting greatly increases rooting chances, in my experience. So definitely use it! Plumeria cuttings should callous (dry out cut wound for 2weeks)before rooting attempts to decrease rot chance. Then, bag root or use clear plastic cup with 1:1 coco coir and pumice/perlite or maybe your shale crumbles will work. Moisten media, pop cutting in and wait. Sometimes rooting can take several months. Good luck!

I'm not really a college football fan, but I did root for them. I will try the bag method. I have to get more perlite! These are the cuttings I have from my plumeria. Do you think the small ones will root? I guess I have nothing to lose by trying. I'll be giving those away anyway.

It is possible to root the small one. I have successfully root it less than 4 inch cutting.

I found a source for Coir, Pumice and volcanic rocks. When I was in Hawaii, I saw these plumeria growing in lava rock.

Buford ... Those are adeniums / Desert Rose, which are cousins to the plumeria. Unfortunately, they have no scent like plumerias. Hybridizers are working on changing that.

You can root adeniums pretty much the same way as you do plumeria. They won't have a caudex but cuttings will be the same age as the parent plant and will bloom accordingly. They can also grow an impressive root mass in time. Here is one of my three year old cuttings:
