Sounds like dead scale, the pics are not expanding on my phone so I can't see but wash it good with soapy water or neem. If the scale are dead then there is probably eggs in the soil that will hatch eventually so treat that also.

Your tree looks very nice

I'm leaning towards dead scale too. It looks freshly oiled (notice the dark green splotches/veins on the leaves), hence why I think scale could be the black/brown stuff. Can you peel one of them off?

Steve, where the heck do you find these things? Given his attitude, I'm pretty sure he had a 10 lb kumquat up his bum...

Thank you! I have taken off all the leaves with the dead scale and picked off the dead ones off the trunk.Then I removed all the fruit and sprayed neem oil on the entire tree including the soil. Is there anything I can do to prevent another infestation?

Enjoy the fruit. Spray again in a week, then one again in 2 weeks

it is pretty hard to tell what it is from pics. Powdery stuff makes me think of fungus, in general.
