Can we see a photo of the entire plant? It is a conifer and can tolerate some trimming but reducing size to any degree may be problematic. Some can take it - most cannot.

It looks like an arborvitae, so yes. Trimming spurs on new growth, so ensure that the worst of winter is behind you because that can stunt plant growth if the new growth emerges and it is then hit with a heavy frost. I’d also recommend fertilizing with Holly Tone after pruning.

Foliage is like that of the much planted Thuja occidentalis 'Smaragd'. Prune in late spring-early summer, do not cut back to bare stems inside the outer shell of foliage as these will not re-sprout well, if at all. If you will have to prune harder than that to get the desired size you will either have to abandon this goal or remove the planting and start over with something that will fit the space better. Otherwise you're going to end up looking at a "dead zone", instead of greenery.

a sawzall ... with a tree blade .. and a sharp shovel.. and a few hours of digging.. will get rid of it ...

I agree with Ken. Get it out of there, and replace with something smaller, and more tolerable of extreme pruning. Perhaps boxwood or a holly of some type.
