Have you watered it all? Container grown plants often need water even in winter. Rain is not enough. Have you investigated the soil moisture? And are the neighbour's Aucubas also in pots? Or in the ground? Could the soil in the pot have frozen?

How long have the plants been in those pots? If it's been more than a couple of years, have you ever root pruned or up-potted them or changed any of the soil? Many kinds of potting soil tend to break down over time unless they are specially formulated for long term plantings. A good sized shrub in a pot that size can fill the pot with roots and so may need root pruning and repotting with fresh planting medium. Any of these issues can lead to water issues with the plant.

Thank you for your responses! I will be patient. The soil is moist, and given our current weather, about to get moreso. The root pruning is an interesting idea. I think i have a couple of shrubs/trees that could benefit.

How big is the container and how cold did it get and for how long? The roots of plants in containers are very vulnerable to cold winter temperatures and it's possible the plant is not showing the effects of root damage.

Just looking at the photo, without any other background I would say it simply needs to be watered - the top of the soil looks dry.
