Lemon Lime and Mandarin only flowers no leaves

I'm in zone 10A. I got these about a year ago but they didn't really grow much in the last year. They grew some new leave in the beginning but haven't been growing much since then. It also dropped some leaves when the temperature got closer to freeze a couple of months ago. They leaves are also turning a bit yellow. The tips of these are covered in flowers but I rather it grow more leaves right now.

They are grown in Citrus Cactus Mix with a little big of peat moss mixed in so the drainage should be good. It's been raining a bit recently in Bay Area so I haven't been watering. I always check before watering, generally once every 7-10 days in the summer.

I added a bit of citrus-tone last weekend but I did not fertilize them during fall-winter.
Are the containers too small for the plant? Does it need more nitrogen? Could it be a ph problem? Iron? My area can also get a bit windy occasionally, could that be an issue too?
