Guide me about Fungicide application

I have got this Thiophanate Methyl systemic fungicide. I have couple of queries


1. Should i use it as dry or should i mix it with water and spray?


2. If I mix it with water and spray, Is it fine if i spray it on the body of the bulb along with leaves? or only on leaves?
