It looks ok, what are the black specs, dirt? How often does it get watered?when was the last time? how much sun does it get?

I believe I have the same echeveria. Do you know the name? It sounds like it's a tad under watered. As long as softer outter leaves is the only damage you see. I always break up the roots and plant in fresh cactus soil. Terra cotta do dry out very quick in the sun. I would water it well before the transplant and not water again for a few weeks after until you see new growth. In experience it's far better to under water then over water.
