Sorry for the wait. I'm not an expert on Amaryllis or in your zone, but I think I can answer some of your questions.

The three thin leaves look a lot like my offsets. I'm thinking your bulb had babies (congrats!). You can confirm by gently excavating down to find a tiny bublet. However, I would personally leave it alone and see what they do. If they are anything like mine, they will take a long time to bulk up.

The proper planting is a hard one. I hear for in ground to plant to the neck, but in pots to leave the shoulders bare. You are somewhere in between with being outside in a community pot, but still very much in pot culture. The concern is rot. I would check on the Amaryllis forum and possibly on your local regional forum as well if you don't get answers here.
