If the shutters a just 'bolt on', and non-functional - forget it.

The shutters pull the design of the house together! Painting them white would especially make them pop!

I vote no shutters. But if you keep them, the color of the shutters shown in the picture is nice, they add some nice color, but add a few large over sized planters in same color to bring that color to the ground level too. You don't have to spend a lot, just get some red Terra cotta planters and paint them with the same paint you use on the shutters. It will wear off a bit on the pots over time but that adds some interest, look "rustic" as it wears.

Very cute house, love the porch.

I like the shutters on your home. Agree with Izzy Mn about bringing the shutter color to the porch by painting pots/planters :)

I also like the shutters and agree with the suggestion of planters in the same color. Nice!

No shutters needed.

I like the shutters. IMO the house looks vanilla without them.

I vote no shutters.

I think your house needs the shutters.

At first, I thought you should have the shutters. But the more I look at your house, the better I like it without them.

Have you considered adding hardware (hinges and shutter dogs) to the shutters? I know it's a small thing but I think it would make them appear functional even though they aren't functional. Your particular shutters look like they are the right size to me. Here is an example of shutters with hardware:
