Yes that is a clematis.

I've had species or species cross clematis self-seed, but not any of the hybrids that are more complex crosses. One frequent self-seeder is a C. pitcheri hybrid and another is C. virginica which grows wild here.

I've read that others have grown out seeds from more complex crosses, so I think many are fertile, but it typically results in fairly unpredictable offspring.
