painted concrete repaint advice

Few years ago I painted the concrete in a storage room and did the “sprinkles” but never the topcoat sealant. After nine years of grime and pet stains I have cleaned it up and the paint looks a little worn/faded. Can I repaint over the “sprinkles” and then finally do the topcoat sealer?
