Looks like Platycladus. They may not, in fact recover in a timely manner - if ever. All you can do it wait a bit, see what happens.

The reason something like this is possible is these are horticulturally selected and maintained habit variants, different in form from the parent species. Columnar variants of other kinds of conifers and trees can also fail under snow loads that would not usually be so problematic for examples of the parent species. Ones that had the normal, more functional growth habit.

Could there also be chemical damage from road treatment?

Hmm, good suggestion, thank you. I don't think that is a possibility as they are set pretty far back from the road. With that, we don't even use salt or ice melt anything on any of our walkways because of our little dog. You got me thinking though! Don't think there has been any chemical exposure of any kind. Appreciate your input :)

you might want to lay some stout string .. around under.. and pull it up and tighten it until they reshape.. and leave it there for the season .. and see if you can get them upright ...

I have a structurally similar Thuja occ 'Hetz Midget' that splays like that every winter and always returns to normal. This has been a late spring for the eastern half of the country so give it time.
