question about outdoor fiberstone rectangle

can you make an outdoor rectangular box 20" tall, 42" x 33" wide. It needs to hold water and plants. It needs a 2" hole, low on the 33' side with water proof fitting where we can run plumbing to fill tub to flow from the bottom to the top and spill. If possible we need a spillway on the top edge. the box can be anywhere between 2" to 4' thickness necessary to be sturdy and hold water. Another question will water passing through fiberstone hurt Koi fish?
