Do nothing, just look the other way for a few weeks. If you really need to do something, plant annuals among them to camouflage the daff foliage.

Let the foliage mature. It sounds like they need to size up before they are ready to bloom.

thank you just seemed odd that the same bulbs I transplanted in September last year getting the same sunlight did bloom in past years. I just dug them up and moved them from next to a chain link fence to the church garden maybe 50 ft away

the leaves need 6 weeks of photosynthesis to build up bulb reserves for the following season. I cut mine down to the ground in the second week of June (a bit later in the case of tazettas, triandrus and other late flowerers such as the little jonquilla 'Sundisc' (my latest narcissus, along with 'Geranium').

To be fair, I rarely grow many spring bulbs in perennial beds...but prefer to naturalise them in grass...at which point it becomes less relevant, dealing with blown foliage.

Strange they didn't bloom this year. Maybe throw some fertilizer at it and keep it moist while the leaves are stiff and green if you want to baby them. Otherwise, what was said ^. ;)
