flush vs chain

does the unit come with both options? that is, i thought i had purchased one that was flush mounted but came with another top plate& chain. did i miss something? Was what came in the box both flush & chain and I just missed how to install as a flush mount? with the chain it hung down another 8" which was too low. including the flush mount plate does this unit only hang down 22" max from ceiling?
