Is this Salvia?

Three years ago we planted some Salvia in a mixed flower pot. Last year and this year this thing has grown and I'm not sure what else it would be beside salvia without the petals?? We didn't plant any other tall & skinny flower besides Salvia. Are these actually weeds?
