Most of the time the Electrical contractor will install it and Mason will finish the rest of the work as masonry goes. It is basically a low voltage system. There a few options how it can be done and some systems can be done DIY because today they have Heated Traction step covers, Walkway covers, even heated ladder cover all you have to do is plug them in and cover the surface. I saw someone using that this winter, they got it on Amazon, called Heat Track, all you have to do is plug them in into a regular outdoor outlet.

Another way it can be installed like radiant heat under the lime-stone or whatever the finished material on the treads will be.

They work great, one of my customers used them, they got them on Amazon, I visited them during the winter time, and they had the landing, stairs and a walkway leading to the driveway cover. They said they didn't touch a snow shovel at all this winter.

Yes, no need to ever shovel and most importantly no ice builds up. In the frozen mid-west afternoon sun melts a bit of the snow that then freezes in the evening hours making steps dangerous with the low heat no ice build up. The cost of these is far less than an emergency room deductible. And they are rather nice looking as outdoor mats go
