Tiled porch drainage problems

We have a tiled and screened in porch which was installed with weep holes around the edges to let rain run off. They aren’t working well and water is pooling, then seeping through. It seems the floor is ever so slightly not flat and slanted outward line it should be. I can see it has gotten the decking underneath damp when I am under the porch on the walkout basement pad that is below the porch. I have concerns about water damage. What can I do to drain the water off better short of tearing up the tile floor and redoing it?

I'm a little confused by your description, but why exactly aren't the weep holes working? Are they too small or is the floor not sloped towards them as it should be? If they're too small, then you should be able to enlarge them. If the floor is too flat, then you may well have to redo the floor to enable it to drain properly. You could also try and work something out with rain gutters around the perimeter of the roof there but it's probably not going to look great.

It’s that the water puddles a few inches away from the weep holes, so I can tell it’s got a couple of areas that may not slant 100% away from the house toward the weep holes. It is completely unnoticeable unless it’s rained. We are on a bluff and when it storms, wind blows the rain in.

A few areas like that should not be too big a problem as there should be enough air for them to dry out. But the fact that you're seeing water damage underneath is a bad sign and also makes me worry about the underlayment that the tiles are set on. Since water is coming through, you may have to consider re-doing the whole floor or at least that edge. Or see what you can do to prevent water from getting in, like adding storm shutters or gutters.
