The first step in Integrated Pest Management is to properly identify what you have. Wooly Aphids primarily feed on trees and shrubs, Morning Glory is not listed as a target so what you have may not be what you think. Is the damage to the plant enough to warrant control measures or is it simply aesthetic?

The second step in IPM is to determine what would be the least toxic means of control, if control is necessary. Keep in mind that any pesticide you might use will also kill off any predators that might help control the pest. Lady Beatles, Lacewings, etc. will also be killed off by many pesticides.

The third step is to determine if any action is necessary. Are natural predators keeping things under control?

The fourth step is to take measures, starting with the least toxic method, to control the problem.

The fifth step is to asses what action was taken.

Not all insect pests need to be eliminated since they are a food source for many other insects as well as the birds that are around us.

Chrissy, would it be possible to catch a better image or two? I'd like to help you ID your insect, if possible. Of course, they could be woolly aphids, who don't necessarily read the same articles that kimmq does. ;-)

Your description of these little critters reminds me of a plant hopper, by the way. Flatid planthopper nymphs, in particular.
