Wash them well and finish with a bleach solution.

I wouldn't worry too much about your sticks. The fungus is in your soil. Those spores are not killed by freezing temperatures. There are some mitigation strategies for soil-borne fungus, but you may just have to start using fungicide.

If you live in the north, anything on the cages or stakes will be killed. However, early blight blows in on the wind around here :(.

Early blight spores just under the soil surface will overwinter easily in hard freezes. But yes, for things left out in the breeze, the spores are probably killed. The lifespan of those spores isn't well known, but it is thought that they can remain viable for several years. For people who have the luxury of bed rotation to avoid them, four years without hosts is recommended to remove them.
