Trying to save Cherry Laurels

I am not sure what this is. It looks like a cob web, or a caterpillar bag however Ive tried spraying it off with just water and it goes away but comes back. I added some Seven this week on the leaves hoping for a miracle now I am desperately seeking advice to save my bushes. As of now it is just one. but I have 4 more close to this one.

Photos not enlarging for me. Find out what the specific problem is before applying any additional pesticides. If you are in the States you can try taking samples to your nearest USDA Cooperative Extension office.

Took a branch today to our extension office . The lady I spoke with thinks it’s spider mites but wants to have the lab test it for sure.
