Under-deck plants poking through!

I suspect these were shoots that were cut but not properly killed before the deck was built. ugh. some of them I can't reach under the deck to clip. currently I don't have the money or time to tear up the deck and fix properly. I'm thinking of doing the following:

1. drench each plant cluster with 30% vinegar mixed with orange oil, then....

2. shove heavy doors under the deck on top of the plants, with the hope that they will weigh down and smother new shoots. (I have a few crummy old doors left in my garage -- they're solid and heavy).

maybe this will work, or will I be wasting my time & resources? any other ideas (besides tearing up the deck?) I will NOT use roundup or anything that can harm bees / small animals.
