Cycas New Flush Curling/Stalling

Noticed what seemed to be a new flush from one of our cycas r.'s a couple of weeks ago.

Thought I'd managed to control most of its conditions (requisite mix, adequate fertlizier + water)... but recently the would-be shoots look to be curling in on themselves and, apparently, struggling. Does a failure to flush usually indicate a point of no return for the plant?

Wondering if anyone had seen this sort of thing before and what might have caused it?

Would greatly appreciate some info/input re whether this appearance is/isn't altogether uncommon and/or what I might do to avoid this sort of thing.
