I need to clarify. It's not a curtain but a patterned fabric panel gathered to approx 27". It will be stationary. Have 10' floor to ceiling. Above the shower curtain needs interest. Here's a photo of the room currently. Fabric will be installed on the right side.

anything permanently bunched in a shower area is in danger of not drying out and getting mildewy. i'd not avoid the look of what you are trying to do but i'd still have it on a rod so it can be opened to dry or get laundered.

how about a ceiling mounted type of curtain rod?

seeing your photo, its also hanging by the toilet....you'll def want to take it down to launder when needed.

Using outdoor fabric so not concerned re mildew. See your point re it being near toilet. Here's a photo of what I'm trying to do and how it was installed. Any ideas on other ways to install?

in white it wouldnt be so obvious, of course. this is from pottery barn but not sure if currently available. mostly you want it easy to go up and down. and outdoor fabrics still get mildewy.

You could make your own any length shower curtain by using 2 swivel shower support ceiling flanges.

or not exactly identical to the look you are after, but similar effect, is a double shower curtain rod and drape the front curtain back. It comes in both straight and curved models and in different finishes.
