Pictures of the plant where we can see the affected leaves in place, not just close ups of the leaves, will help, but I suspect you're just seeing normal stuff for tomatoes in the northeast, namely:
- physiological leaf roll on lower leaves from stress from this heat wave
- spots from early blight or septoria or possibly just from nutritional or water stress, maybe some mild pest damage

The "white cottony" things could be the shed skins of aphids, and you might have aphids on your plant, which could cause/contribute to leaf rolling and yellowing.
