i need your help!

In the middle for installing new kitchen cabinets, when we pulled off our current hood I noticed the vent was reduced from 7" to 5" which was the size of the original vent. I'm assuming this is significantly affecting the performance of our hood? Who should I hire to install a new 7" vent going through the roof? HVAC contractor?
