Help With Laurels

I have Otto Luyken Laurels planted around my house. I have had a few die over the last couple of years and have a few more about to die. They just seem to start dying branch by branch. The only thing I notice is tiny white specs on the dying branches. I have included some pics of brances and bushes. Does anyone have any advice on what might be killing them.
