Shingle Oak tree issue

I noticed my shingle Oak tree doesn’t look too healthy. Can anyone please help me out here. Am I looking at Black Spot disease? Can anyone point me in the direction of what’s going on and what to do to remedy this issue so the tree flourishes again.
