Rooting Plumeria Question

I recently obtained three plumeria cuttings from store and I am not sure how to plant them. They already have a callus on them and are ready to plant. I have never grown plumeria before because I live in a colder climate. When I bought the plumeria cuttings, they gave me a paper on how to grow them. They mentioned that sand is a great potting mix for plumeria. After some research online, I am a bit concerned about watering because 100% sand does not have great drainage. What is an appropriate potting mix for plumeria? I have already bought sand but is there a percentage of sand to soil, or sand to perlite?

Real simple way is to take cactus mix soil and add one part perlite. dip in rooting hormone, pot it up, water it once, and then place a warm concrete location or on a heat mat and leave it alone until it has leaves.
