They look like paper wraps.

Paper wasp nests tend not to as large as other wraps. These wasps normally build an exposed nest under the overhangs of buildings or in sheltered areas.

This summer I've faced similar problem this summer. My neighbours also had bee nest and called bee removal service. They used bee vacs (as this one https://makinghoney.info/bee-removal-service) to remove bees from our buildings. It costs as about $150

Paper wasp...go out when it is cold and eradicate the nest. They build nests on my fence on occasion, so I go out early AM (I am in CA) and knock the nest down and kill the adults and step on the nest. I have a habitat garden and lots of butterfly host plants. These pests prey on my caterpillars, so I get rid of them pronto. Good luck.
