Portable Generator Over Vltage

I have an 11 year old Briggs & Stratton 7000 watt Power Boss portable generator. It has worked fine for those 11 years with the exception of some starting-dirty carb. issues. In fact, I had recently trimmed up the Hz. vs voltage using a Kill-A-Watt meter and got it set almost exactly at 120 volts at 60 Hz.

However, yesterday I found it running at approx. 143 volts (after melting an outlet junction/surge box). After a quick shut down and after disconnecting the house load and eventual restart, again found 143 volts with some fluctuation. I experimented with adjusting the engine speed down and clearly heard it sounding way slower than normal. I got it down to 120 volts but found it was running at 47 Hz.

Does anyone here know if this is likely a repairable issue? Who/what would I take it to for repair? I do see that there are people who repair Home Standby Generators.
