I'm inclined to agree that the size meets the minimum requirement federally but local regulations are a different story, there is another unique solution I would venture though, something I witnessed while abroad I believe the us sells it under sinkpositive.com, it's definitely a conversation starter. A more elegant solution could be the Kohler Veil; wall mounted toilet, the depth of which is 21 inches, and the Scarabeo 5002 wall mounted sink has an overall depth of less than 14 inches, so in a 66 inch powder room you have 66-21-14= that leaves you with 31 inches of clearance.

Will require a deeper plumbing wall for the carrier and tank. Any room that you gain on the floor will be lost in the thicker wall. There’s also the price as a strong deterrent.

If you change the pocket door to open into the opposite wall, you would enter the powder room in the middle of the room. You can then use a narrow vanity against the end wall opposite the toilet. Like 92870 said above, I would use a wall hung toilet, like the Kohler Veil or Toto Aquia. This saves space and opens the room up visually. I would also use a narrow wall hung vanity like the photo below, it is only 13.8" deep.

@sophie wheeler walls with plumbing are already thicker than the standard, it should already be able to accommodate the 2x6 framing studs required, and a two inch increase is certainly better than installing the standard toilet it terms of space saving,
