Are there any specific things you look for to determine if cracks in a newly poured or young foundation are shrink vs settling vs problematic?

I can't say I've ever seen a crack free concrete basement wall but when do you know its the start of an issue that should be addressed sooner than later?

• Cracks in a poured concrete foundation which are diagonal or vertical and which are generally uniform in width, or which taper to an irregular hairline form, usually in fact a discontinuous crack in the hairline area, are usually shrinkage cracks and should not be ongoing nor of structural significance, though they may invite water entry through the wall.

Any thoughts?

Here is one example...blue tape signifies the crack length over coming up on 3 years. It extends beyond what you see.
