What is wrong with my Miho Satsuma?

This tree has been in the ground about 2and a half years. It bore fruit for the first time last year, about four or five maybe six, I was away at the time. This year it is loaded with fruit but some are turning yellow and some are falling off the tree, the ones that stay on the tree are small, have developed a brown spot which looks like fungus, but there are some which are nice and green and large. I am guessing the tree has too many satsumas and cannot support them all.
